Default free sw to model ocean wave energy device?

Can anyone recommend free software to model and predict the amount of energy that can be captured by an ocean wave energy conversion device (OWEC)? The software would have to model both the ocean waves and the effects of the device, its surfaces, mass, buoyancy, and the externally generated damping forces that are dynamically applied to the device. A 2D linear inviscid model that could be used to compute the steady-state energy conversion for mono- or poly-chromatic waves would be adequate to start. Any suggestions or advice would be greatly appreciated. Thank you.
