Grid singularity removal using finite volume methods

I went through few threads in this community. And they say GRID SINGULARITY in curvilinear coordinate system is removed if finite volume methods is used. Can any body pls say how it is removed. Is some modification required in the grid near the axis or some other changes?

Can I assume radial velocity equal to zero at the axis?
