Can anyone here tell me where can I find a reference to get the values of surface tension and contact angle between two liquids, such as oil-water, water-air ...Thanks a million.

You might want to check this out:

Applied surface thermodynamics / edited by A.W. Neumann, Jan K. Spelt. Publication info New York : Marcel Dekker, 1996.

In this book, you'll probably find those particular values that you are looking for but if you're looking for a handbook of this kind, I'll send you the name(I cannot recall it now).
