isotropic homogeneous turbulence

I am converting a DNS code into a LES one. To validate my code, I need to find its energy decay curve for an isotropic and homogeneous turbulent field. Someone said that von-Karman & Pao spectrum is not applicable to my case, as it is good for some high Re number or 2D cases. I wonder if anyone can give me any suggestions on this issue. Is there any code available for me to genetrate isotropic turbulence for a DNS case simulation with Re < 100? Any reference to this algorithm is also welcome! Thanks!
