Pulse transmission-airwave-LED readout

I own a device, which is mounted on my mountainbike, that provides me with the mph. This device provides a pulse transmission, from its own calibrated wheel's revolutions, and converts it to be read by LED. I need to transmit this "pulse transmission" through the airwaves (at 49 mhz or below) for me to read it, via the same LED, approximately 50-100 yards away. This needs to be accomplished with simple technology and approved by the FCC. Many thanks for any attention you provide my inquiry and may the best be yours, always.
