To solve conjugate heat transfer problems with PHOENICS, the whole domain - including the solid wall and the fluid - is solved together. The basic idea is to set the viscosity in the solid part to a large one, say 10^20. Special care shoule be given to ensure the continuity of the heat flux across the solid-fluid interface. There are some demo cases in the PHOENICS, you may find some similar to yours. I solved such problem four ago and forgot the details. Sorry for this and good luck.
