Simulating street flow at intersection

Good day! I am researching the possibility of using CFD to model a street flow problem, but am very new to CFD. I need general advice on the best books/journals/articles to read and the best programs available for this application. And more importantly, if CFD will in fact provide me with quality data.
This is the problem in a nutshell...It rains. There is a tee street intersection in a residential subdivision. The minor street stormwater flows into the intersection crosses the major street, overtopping the curb/driveway and floods someone's house. I want to develop a simulation for a variety of possibilities (cross flow interaction, varying street slopes, widths, etc.). This is for a Master's thesis.
