cold runner deck for injection rubber

I work with injection molding-rubber. The cold runner deck is a large block of steel that has runner paths that oil takes to cool the steel down. This keeps the rubber from curing inside of the mold.
How would I determine if the mold shop made the runners the correct size? I know what the inlet and outlet hose sizes are. I am about to have flow meters placed on both of these hoses, in addition to temperature gauges. Second I tried to explain that a Design of Experiment should have been done prior to running the mold, but I get the same old argument, "We just made the mold like one we have in house already, and that is good enough".
