How to calculate without CFD program

I need to calculate the force that two metal rings are exposed of at a windspeed of 60 m/s. The rings have a diameter(D) of 2500 mm and 1400 mm and are placed above each other with a distance of 1000 mm. The dimesion(d) of the rings are 108 mm aand 75 mm.

In which direction is the flow? Aligned with the "plane of the rings" or the "center-axis of the rings"?
