Could you please give me some references (books, papers) which deal with statistical concepts to describe turbulent flows including probability density functions and characteristic functions.

You might like to have a look at the lecture of Multi-Fluid Model of turbulence presented at VIII PHOENICS International Conference.
The model provides a method to calculate the probability density functions based on the descritization of conserved property space. MFM is fully consisted with the most widely used Finite-Volume Methods and has been shown to be much less problematic for practical use than Monte-Carlo based approaches.
