Question about owner file belonged to polyMesh file in OpenFoam

Hi, everyone. I am trying to understand codes in uFVM in matlab. But, one thing I really do not understand is arrangement of numbers of 'owner of face'. In the owner file which contains information about owner of face, the codes go like

Despite Considering the codes are dealing with 3 dimension, I can not understand why and how every numbers are written 3 times even though number 19 (exactly 20n -1) is written 2 times. How is this possible?
