about Upwind scheme calculations

I am trying to solve simple algorithm in 2d cartesian coordinate with upwind scheme. It seems necessary to know the direction of flow even if not knowing the exact value of velocity to solve discretized momentum equations because upwind scheme is strongly affected by direction of flow. Is that right?
