Inlet velocity becomes entire domain velocity

Hello,
I was working on 2-way fsi analysis. I am trying to simulate the model in figure-1 (google drive). I wanted to validate the results in section 3.1.2 of the article titled "Computation of fluid–structure interaction on lightweight structures". However, I am getting an error due to a sudden pressure effect on the plate. Looking at the contours, I thought it would be because the inlet velocity was suddenly the velocity of the entire domain. To eliminate this situation, I set the inlet velocity to 0 for the first 5 time steps and 1 m/s for the next steps. I set up another analysis to try the results and again faced the same issue. I want the flow to travel a distance that will be proportional to the velocity value from the inlet to the outlet. For example, if my inlet velocity is 1m/s, after 0.1 second I want the flow to move 0.1 meters. Is this possible?
