Air-Water Multiphase VOF Simulation

In air water VOF simulation, water flow is laminar, but the air may not.
As I am using adaptive mesh refinement, wall y+ around water flow is very low, but everywhere else because of the coarse mesh wall y+ value is between 7-14. Should I use turbulence model? |

Well, it is just filling simulation. Like filling oil in the enclosed housing completely from inlet, while doing that air will moves outwards from outlet.
