What is meant when it is said that the wake should die out before reaching the pressure outlet?

I have the steady state simulation of a propeller, and in the contour plot of the velocity magnitudes you can see that at the pressure outlet there is still a 'jet' of slightly higher velocity than ambient. Should this be exactly 0 throughout the pressure outlet boundary condition surface?

Also, looking at the streamlines, what do we expect when the wake 'dies out'? Should they terminate collectively at a place where the velocity contours are zero?
