Default Problem when simulating water flow for a spillway

I am trying to simulate water flow (multiphase) in OpenFoam.

When the water is flowing in from the spillway there are water particles towards the outlet. The behavior is very strange. I have attached a picture of the problem.

I cant understand why this is happening. Can anyone please explain why this is happening?
