Help to find a 3D varying velocity inlet boundary condition

Hi, I am brand new to cfd, and have been working on a fairly tricky problem.
I am investigating a the ground effects on a freely oscillating cylinder in 3D, I have everything perfect, I just need help with 1 thing: In my problem there is a varying inlet velocity, I have been searching for so so long to find a boundary condition for it but I cant seem to find anything that I could use. The best one I have been able to find is the atmBoundaryLayer , but this one is only for 2D, does anyone know if I can somehow alter it to make it work for 3D, or does anyone know a condition that would work for it? |

I'm not entirely sure if you're talking about OpenFOAM, but I have heard of groovyBC (https://openfoamwiki.net/index.php/Contrib/groovyBC). Hope that helps.
