The answer is yes, you can get inviscid flows that has vorticity. All you need is \nabla\times\mathbf{u}\neq\mathbf{0}. in 2D, one possible source of vorticity are shear flows. I've actually written a paper on this that's free to download. What you can do, is choose a function and call it the vorticity, and then solve the Euler equations to find the velocity profile.

Depending on your fluid being compressible or not, can also be a source of vorticity, others have mentioned shock waves as a source of vorticity.
