Is it possible to model the interaction between the propeller and the wing without any experimental data? The goal is to get an estimation of the forces and the moment of a wing that has a tractor propeller in front of it and obtain the result similar to the experimental measurement result of PhoenixDrone where the aerodynamic forces and the moment are functions of propeller speed and flap deflection angle. Can this be accomplished with current CFD technology?

Yes, CFD is more than capable of doing this kind of simulation. I use to do quite a lot of this simulations when I was working for a drone company as a aerodynamic engineer.

FYI
