3D Mesh in Salome from Picture

I have created vertices on the edges of my desired domain (from an aerial picture of a water pond) in Salome and would like to add another layer with same x-y values but with a different z on top and create a mesh. Can anyone please provide guidance how to do that? Thanks, Parsa.
