As I wrote before, I would start to model the problem first using a laminar assumption and setting that the stresses over the cylinder must substain in equilibrium the weight of the material. If you get that the required Re number exceeds the critical value for turbulence then you have to add more assumptions and start to think a time-dependent viscoelastic model
