There is no way to determine or measure that.

sure, I know some renowned scientist - but within my community only wish is only a tiny part of the fluid mechanics field. So I do not feel qualified to speak for the field of fluid mechanics, in particular in terms of recent developments. Everybody knows Euler, Newton, Prandtl, Batchelor, Obhukov, Kolmogorov, .... |

then you should define a metric in which to measure that. But I doubt that you will find a meaningful answer - the question is as ambiguous and non-sensical as asking: which car was the best during the last 20 years..

For example, in 2018 G. Gallavotti was awarded "Poincaré prize" for the Physics. He worked also in the fluid dynamics field.
However, that does not define the best scientist in fluid dynamics simply beacause there is no way to define "the best one". |

Fluid mechanics is such a broad field with nobody (that I know of anyway) even covers all aspects of it that I wouldn't say anyone deserves this title. I would agree with some of the sentiments here that there simply are no outstanding renowned people in fluid mechanics currently except in niche parts of fluids.
Heck, even in turbulence Kolmogorov was a mathematician doing statistics. Okay that's maybe too far in the past. Let's look at someone who's still alive. Stephen Pope wrote the very popular book Turbulent Flows but he no longer does turbulence, he's a combustion guy now. |
