Default what length scale should be used when calculating kolmogorov scale of fountain flow?

I want to use the LES and Laminar model in Fluent to simulate a fountain flow as shown in the attachment. So a fine mesh is needed. The Kolmogorov scale can be estimated by L (length scale) and Re (Reynolds number). My question is what is the length scale I should use when calculating Kolmogorov scale of the fountain flow?

Do you want to compare LES to a laminar (no-model) solution?
