You might have your own definition but..

Phenomenologically mist has very small droplets and spray large droplets. So how small and how large?

A mist should be a collection of suspended droplets, i.e. a dispersion where the droplets are carried by the momentum of the surrounding medium. The droplets are so small that they quickly reach equilibrium with the surrounding medium. Whereever the medium goes, the mist follows.

A spray on the other hand, the droplets are large enough to still have their own momentum, they move like bullets.

Mist flow will be mostly stochastic whereas spray flows will tend to be more deterministic.
