Admissible Roughness vs Hydraulically Smooth

Hi all,
I have a question regarding the difference between a rough wall with roughness within the admissible roughness value, and a rough wall being hydraulically smooth. Is there any difference between the two? In my understanding of the two concept, I have the understanding that there is no effect on the fluid flow characteristics, or change in skin friction in both cases. Your help is truly appreciated |
