For compressible flows why one need to specify total pressure and total temperature as a boundary condition values but not velocity values.

the type and number of boundary conditions depends both on the characteristic curves (subsonic or supersonic conditions) and on physical consideration.
The velocity could be also specified on an inflow, for example in a supersonic condition.
