Scour and flow field evolution around a bridge pier with collar

Hello!
I am interested in studying the evolution of scour and flow field around a bridge pier with collar. The purpose of the collar is to reduce the scour at the base of the pier. Is it better to tackle this problem by writing my own code or is it better to use a software package? If it is better to use a package, then which package should I use? Any advice?
