Default Outlet Condition on a dry bed

Hi,

I am trying to solve shallow water equations and I keep reading about a boundary condition that repeatedly comes in the papers but not formulated mathematically. How does one interpret the boundary condition "outlet condition on a dry bed" for shallow water equations mathematically and numerically (for ex. using finite volume methods or DG methods)
