VAWT simulation verification issue (CFX)

I'm working on study of VAWT simulation, and I want to do some verification about my simulating method.
I choose the paper "Wind tunnel and numerical study of a small vertical axis wind turbine" by R Howell I divide the computational domain to rotation and station. Set constant rotating speed and use SST as turbulence model. But there's big difference between the simulation result and the experiment data in that paper. I've checked most of the settings I know but still can't get a good result. I wonder if anyone can help me check where's the problem. If not the problem of CFX setting, is it about the mesh? I make prism layer near blade surface with first layer=0.01, ratio=1.2, layer number=5 I tried to simulate wind speed 5.07 m/s and TSR=2.15, use steady simulation first, and then use the res file to set the initialization of transient analysis.
