US universities for PhD

I have completed Bachelors in Mechanical engineering and Masters in Thermal Sciences.
Can anyone suggest me a some good Universities in US to do a PhD ? I would prefer a research title on practical research using commercial tools than into core model development. |

I am doing my ME in Applied Electronics now im doing my final year.
I had planned to do my PhD in US so i like to know about the good Universities in US. I like to do research on Communication. |

I did MA in American Studies and MA in Intarnational Relations.Now I am searching for PHD in US Universities in International Relations.
