viscous sublayer region (turbulent flows)

Dear sir,(turbulent flows) I have a doubt in viscous sublayer regions. production term in kinetic energy equation is zero at these region, but how about dissipation term is it zero or exist. If exist how we define it mathematically. at the log regions we can use in terms shear stress (friction velocity) but in viscous regions should we put zero. thankyou
