Default air change effectiveness overhead HVAC system

Hi I am wondering if anybody ever achieved an ACE > 0.95 for 90 % of floor area (1m above floor level) with an overhead system. The flow rates that I use are 30% of the capacity of a VAV system and I think it's just impossible to achieve such an ACE in this configuration. Thanks for your comments.
