I am solving Two sided Lid driven cavity flow by Stream function Vorticity formulation. At what Reynolds Number the secondary vortices will form? When the flow becomes unsteady?

Ghia wrote a good paper about the lid driven cavity flow many years ago, and Gupta wrote a more recent one. They only had one side moving though.
