Default why we need prism layer

I am a new comer in CFD, just beginning to learn a lot of basic theory. I quite don't understand why we need prism layer during meshing? And why orthogonal prismatic cells can more accurately simulate the turbulence and heat transfer Hope someone could help me. Thanks~

Plus, I also donnot know what is Y+. Please help me.
