This question pops in from time to time on the forum, here is a zero dollars

Here's another one: VariCAD
They have a free (as in beer) viewer for Windows and Linux, as well as a 30 day trial of their editor. I would advise you to register with them, since they might have nice proposals for a low cost DWG editor as well, but if you simply want to download it to try it out, here's the ftp address.
