My cursor does not change on Corners or Edges!

Hi all,

I was working on GridPro Tutorials (Ver. 8.2) and found my mouse cursor does not change into a 'blue circle' or 'vertical line' necessary for additional functions.
As shown in the attached file, my cursor does not change at all even though I selected the 'inser' option and am hovering my cursor over the edge...

Can anyone help me with this? It's so frustrating!
