Default Particle Transport Using the Eulerian Model

I have a model of a horizontal pipe with water and air flowing in a stratified regime. Particles are then patched into the model in the water layer.

What I don't understand is if I add particles which are larger than the depth of the water layer they do not appear in the vof phase plot as breaking the water layer but appear contained within the water.

Why is this? Surely if the particles are larger than the water depth they should break through the surface.

Please ask if you need more information to understand my problem.
