Default how to know temperature reference

Hi guys
I have a problem how to determine heat transfer coefficient. q (heat flux) = h (heat transfer coefficient) x delta T (skin temperature - temperature reference). In default, delta T is skin temperature - free stream temperature. But, how about mixing flow. How to get T reference. Thanks
