Default under relaxation factor and the steady state

Hi,
I want to know if there is some relations between steady state and under relaxation factor. When my calculation has reached the steady state, what is the under relaxation factor should be ? Should I increase every under relaxation factor to 1, and make sure that nothing changes anymore (velocity, pressure...), to say that I have got the steady state solution ?
