Default partially filled fuel tank

Hi, i am modelling fuel tank refueling in fluent, it is a two phase flow (air and fuel). i want to ask how to model a partially filled tank in fluent or gambit. I want the half of the tank filled with fuel and half of it filled with air at the start up. I created two different volumes in gambit for air and fuel parts ,however it seems that these two parts do not have a relation through the filling process. Can you help me please...
