Default combustion of propane

Hi,

I'm modeling combustion of propane and have a question about the propane-air-2step mechanism in Fluent.

Why are the reactions and the the rate exponents different when using only finite-rate and when using finite rate/eddy dissipation? I have seen that the same goes for methane combustion.
