How to make boundary layer mesh moving with wall

Hi everyone. i want to make a simulation with moving boundary with Dynamic mesh.some thing like flow pass an oscillant circule cylinder. i want to simulate the moving of cylinder in dynamic mesh method.but i want to make a precise simulation of vortex shedding,so i want a good boudary layer mesh during the moving procedure.but when the cylinder moving the mesh changes,how can i make the boundary layer mesh moving with the cylinder?

Fix the boundary layer cells using a TUI command only. I think its spring-on-all-shapes but check the Fluent UG.
