Default Splitting inlet of a cylinder into two parts

I want to split the inlet of a symmetric cylinder along the y-axis into two parts the first inlet take one third of the total diameter and the remaining part for the second inlet. I have a real problem in creating the correct boundary layer for the total inlet section of the cylinder and I want mesh it with map or pave then meshing the over all volume with cooper so tell me please how I can fix this problem.
