Default 2D flapping foil- moving ref frame model in Fluent

Guys,

I am trying to do a 2D flapping foil (plunging as well as pitching motion) using moving frame(s) of reference in Fluent. I am not sure if I can do this in Fluent by either single-reference frame or multiple reference frame or mixing plane or sliding mesh model together with UDF. I quickly go to Fluent Manual and feel like Fluent can only cope with a ref. frame with a constant rotating speed not varying rotating speed or translating/rotating speed. Have you guys done this before and do you guys have any suggestion for me?
