Default Flapping wing by moving frame

I want to slove 2D flapping airfoil by using moving reference frame.Do anyone have an idea to suggest me?

Flaps do not rotate. They only have small oscillations. You have to use dynamic mesh and use a UDF to predict this motion. Rgds,
