How to mesh 3 D pipe sections with limited nodes

Hi to all I am tried to mesh a 3D pipe with limited number of mesh in each section for example I need to mesh the inlet & outlet sections with 400 node and wall with 10000 nodes I have a paper did this but really I cannot draw it correctly who can answer me about this?
