A strange conpiling error! Need helps, urgent!!!

When I compile a C file (e.g: example.c) in Fluent 6.1.22 by building the file. there is a message occuring:

I am using the Watcom C/C++ to compile C languge instead of Visual C++ or Visual Studio. So I try it again by using nmake from Command Prompt. It told me what is similar the above message. It is normal: Watcom isn't a compiler compatible with Fluent. Wthout Visual C++, no way to resolve your pb.

Oh, my God. I just run Visual Studio 2005, run the file of vcvars32.bat and nmake the source file (pem_user.c). But, it still displays an error as follows: nmake: fatal error U1071: cycle in dependence tree for target 'pem_user.obj' So, what does it mean?.
