Default Appropriate flow velocity for basic 2d analysis

Hello. I am performing a 2d analysis of bluff bodies in addition to 3d analysis. I would like to know what an appropriate flow velocity would be for the most basic simulation. One shape is a 7 by 7 square for which the viscosity of the fluid is 0.000017894 kg/m-s ; density is 1.225 kg/m^3 and L = 7 cm. From my research, I have determined that a velocity between 1 m/s and 2 m/s would be most efficient for a basic simulation. However, the reynolds number still winds up being turbulent. Using 1 m/s, the RN is 4792 which is a low degree of turbulence. I can't seem to achieve laminarity with these conditions if i can only change the velocity. Please, what would you suggest.
