Default Non-Premix Combustion Model

Respected Sir(s): I am working with non-premix, single jet burner using fuel-oil as fuel and air as oxidiser. PDF file is successfully written and i want to know how to initialize the solution in fluent, even after 1000 iterations "fvar", do not converge rather it is steady at "5.6e-4" only. in boundary condition i had defiend for air mass fraction as 0.23 and fvar as 0.23, can this be the reason. Please advise.
