CPU Monitoring

I have dual Pentium XEON processors running Fluent. My question is that when I montior the CPU's using Windows task manager I see that both my CPU's are at 100%, but sometimes a red bar flucuates over the green bar showing the the percent CPU usage. This is also displayed in the graph where both CPU's are at 100% and then a red line will be near the bottom flucuating at times. Can anyone tell me what the red bar and lines mean? I can't find it in the task manager help menu.

Red bar is the windows kernel activity, not useful for you...
